convinced, he sends the recommendations to the
Irrigation Minister for drafting a bill. In this case,
the concerned MLA too can process a private bill in
the Vidhan Sabha. If it is so, it too will undergo
the same process.
The Irrigation Minister will prepare a draft and
present it in the Vidhan Sabha. On its presentation,
the bill goes through three readings. In the first
reading, the members of the Vidhan Sabha are
intimated about the nature of the bill. In the
second reading, any amendments suggested by the
members are considered and discussed. In the third
reading, the bill is voted upon. If it has been
passed by the Vidhan Sabha, it is sent to the
Vidhan Parishad for a vote. If it is passed there
too, it is sent to the Governor. The Governor can
sign the bill. If he thinks that the bill is very
important, he can send the bill to the President of
India for his assent. When the bill has received the
assent, it becomes a law.
Executive Function
After the above proposal of digging a canal from
River G to Village A has become a law, the Finance
Minister releases the funds to the Irrigation
Ministry, so that necessary action can be taken.
Now, the Irrigation Ministry will instruct the
Irrigation Department to execute the law. It will
acquire the land from the owners of the required land
between River G and Village A. It will appoint a
contractor for digging the canal and construction of
any other facilities that may be required in this case. Service Commission.
Judicial Function
If any dispute arises concerning the digging of the
canal, a case can be filed in the competent court of
law. In this case, disputes can be of many types. The
owner(s) of the land(s), sought to be acquired, can
approach a court of law on many grounds, such as
that the price of acquisition of the land is not as per
the market rate, or that the canal could have been
dug from some other route. Some social workers can
also file a case stating that the digging of the canal
may be a hazard to the environment etc.
The court decides the case according to the relevant
laws. It investigates all relevant aspects of the case
can be challenged in a higher court of law.
After the case(s) has/have been settled and the
court thinks that the canal should be dug, the
Irrigation Department will dig the canal.
You can see that the working of a state
government project is an elaborate project which
requires the cooperation of many people. This has
been done to ensure that the job is done well for
the welfare of the people of the state.
Union Territories
There are eight union territories and one national
capital territory of Delhi (NCT Delhi) in India.
These are small in area and population. These are
administered by the central government directly
through an administrator, called the Chief
Commissioner or the Lieutenant Governor. A
union territory may have Vidhan Sabha elected by
the people and a Council of Ministers headed by
the Chief Minister. The government of a union
territory functions just like any other state
government.
CIVIL SERVICE
The day to day administrative work in the
departments of the government is done by officials
of the civil services. These officials are known as
civil servants . The special body called the Union
Public Service Commission (UPSC), which selects
civil servants in each state. The rest of the civil
